What this institution refuses to do is not a compliance section; it is the balance sheet of its credibility. The refusals are permanent and they cost revenue, which is the point of them. A signal that costs nothing proves nothing.
UIE never judges. It states what a principal has authorised and whether it still stands — never whether anyone is good, trustworthy or safe.
The reader is free forever. The Q-Gate is never a product, a trial or a tier, and never a precondition of access.
The fee never buys the answer. The fee is identical for pass and fail, a failed assessment is not refunded and this is stated before purchase, and the fail rate is published.
No ad valorem, ever. UIE is paid the same whether the transaction it attests is ten pounds or ten million.
Nothing UIE offers is legally required. The purchase is chosen, not coerced.
Checks are observing-class. A Gate’s answer informs the relying party; the relying party’s own policy decides.
